On 11 July, 2013 the EC Cosmetics Regulation 1223/2009 came into force. Never again will the cosmetics industry be the same again.
Under the new regulations, the labels on cosmetics products must bear all the product ingredients listed in descending order of weight up to 1%. Ingredients in concentrations of less than 1% may be listed in any order. Product ingredients must be listed according to common INCI (International Nomenclature Cosmetic Ingredients) names, that is referring to the manual of raw materials for cosmetic use. To further complicate things, warnings on packages must be in the national or official language of all the countries where the product is marketed.
